WhatsApp Template Messages India: Approval Process & Best Practices

WhatsApp template messages in India — how to create, get approval, and use templates for marketing, utility, and authentication.

What Are Template Messages?

Template messages are pre-approved messages you send through the WhatsApp Business API. Unlike free-form messages (within a 24-hour customer service window), templates can be sent at any time — but they must be approved by WhatsApp before use.

Why templates exist: WhatsApp wants to prevent spam. By requiring approval, they ensure businesses only send messages users have opted into. This protects the user experience and keeps WhatsApp as a trusted communication channel.

Template messages are the backbone of WhatsApp Business communication. Every outbound message — marketing campaigns, transactional notifications, authentication codes — requires a template. Understanding how to create, submit, and optimise templates is critical for any business using WhatsApp at scale.

Template Message Structure

Every template has four components:

Component Required? Max Length Description
Header No 60 characters (text) Title or media attachment (image, video, document)
Body Yes 1,096 characters Main message content
Footer No 60 characters Small text (often "Reply STOP to unsubscribe")
Buttons No 2 buttons max Quick replies or call-to-action buttons

Variables (Personalisation)

Variables allow you to personalise templates at scale using {{1}}, {{2}}, etc.

Example:

Hi {{1}}, your order #{{2}} has been shipped! Track it here: {{3}}

When sending, you replace:

  • {{1}} → Donor/customer name
  • {{2}} → Order number
  • {{3}} → Tracking link

Variable rules:

  • Maximum 10 variables per template
  • Variables must be clearly defined in your submission
  • Variables can be text, numbers, or URLs
  • Same variable can be used multiple times

When You Need a Template

Scenario Template Required? Why
Customer messages you first No (within 24 hours) Free-form conversation
You message customer first Yes Outbound messages require templates
Marketing campaign Yes Bulk outbound
Order confirmation Yes Outbound transactional
Appointment reminder Yes Outbound utility
Support reply (within 24h) No Free-form reply
Donation receipt Yes Outbound utility
Event invitation Yes Outbound marketing

The 24-Hour Window Rule

When a customer messages you first, you have a 24-hour window to reply with free-form messages (no template required). After 24 hours, you can only send template messages.

Strategy: Use the 24-hour window for conversational support. Use templates for anything that goes beyond the window — follow-ups, promotions, transactional updates.

Template Categories

1. Marketing Templates

  • Promotional messages (sales, offers, new products)
  • Newsletter summaries

  • Approval difficulty: Easy — transactional messages are straightforward

Category Selection Guide

Message Type Correct Category Why
"Sale starts tomorrow!" Marketing Promotional content
"Your order has shipped" Utility Transactional update
"Your OTP is 123456" Authentication Verification code
"Donate to our cause" Marketing Fundraising appeal
"Your 80G receipt is ready" Utility Transactional update
"Event reminder: Tomorrow at 10 AM" Utility Appointment/Event reminder

Choosing the wrong category can lead to rejection or account restrictions. WhatsApp actively monitors category accuracy.

How to Create a Template

Step 1: Go to WhatsApp Manager

  • Open Facebook Business Suite → WhatsApp → Message Templates
  • Or access directly via business.facebook.com

Step 2: Choose a Category

  • Marketing, Utility, or Authentication
  • Choose based on the message purpose (see table above)

Step 3: Write Your Template

Structure:

  • Header (optional): Text, image, video, or document
  • Body: The main message (max 1,096 characters)
  • Footer (optional): Small text (max 60 characters)
  • Buttons (optional): Quick replies or call-to-action

Variables: Use {{1}}, {{2}} etc. for personalisation:

Hi {{1}}, your order #{{2}} has been shipped! Track it here: {{3}}

Step 4: Submit for Approval

  • Approval typically takes 24–48 hours
  • WhatsApp reviews for spam, policy compliance, and quality
  • You can submit up to 100 templates per day

Step 5: Test Before Sending

  • Send a test message to yourself or a team member
  • Verify all variables render correctly
  • Check that links work
  • Ensure the message reads naturally

Approval Tips (India-Specific)

What Gets Approved

  • Transactional messages (order updates, receipts, OTPs) — 90%+ approval rate
  • Marketing messages with clear opt-in context — 70–80% approval rate
  • Messages in English or Hindi (other Indian languages also supported)
  • Messages with personalization variables
  • Messages with clear sender identity
  • Messages with opt-out option ("Reply STOP to unsubscribe")

What Gets Rejected

  • Messages without opt-in context — "You signed up for..."
  • Generic promotional messages ("Buy now! 50% off!")
  • Messages that look like spam (ALL CAPS, excessive emojis)
  • Messages requesting sensitive information (passwords, financial data)
  • Messages with misleading content
  • Messages that violate WhatsApp's Commerce Policy

Common Rejection Reasons and Fixes

  1. Missing opt-in context — Add "You signed up for updates on [date]" or "As a valued donor..."
  2. Too promotional — Use value-first language: "Here's what your donation accomplished" instead of "Donate now!"
  3. Unclear sender identity — Include your business name in the first line: "Hi {{1}}, this is [NGO Name]..."
  4. Variables without context — Ensure {{1}} is clearly defined: "Hi {{1}} (Donor Name)..."
  5. Missing opt-out — Add "Reply STOP to unsubscribe" for marketing templates
  6. Wrong category — Marketing messages in Utility category get rejected

Approval Rate by Category (India)

Category Approval Rate Common Issues
Authentication 95%+ Rare rejections
Utility 85–90% Missing transaction details
Marketing 70–80% Missing opt-in, too promotional

Good Utility Template (Order Confirmation)

Bad Template (Will Be Rejected)

SALE SALE SALE! 50% OFF EVERYTHING! BUY NOW! CLICK HERE! DON'T MISS OUT!

Why it fails: ALL CAPS, excessive punctuation, no personalisation, no opt-in context, no sender identity, no opt-out.

Best Practices

  1. Always include opt-in context — "You signed up for..." or "As a valued donor..."
  2. Personalise — Use variables for names, order numbers, dates
  3. Keep it short — Under 200 characters for better delivery
  4. Include your business name — Users should know who's messaging
  5. Add an opt-out — "Reply STOP to unsubscribe"
  6. Test before sending — Send a test message to yourself first
  7. Choose the right category — Marketing vs Utility affects cost and approval
  8. Use buttons wisely — Quick replies reduce friction; CTAs drive action
  9. Monitor quality rating — Poor quality = higher costs or account restriction
  10. Create template variants — A/B test different messages for better performance

Cost Optimization

  • Utility templates are cheaper than marketing (₹0.50 vs ₹1.50)
  • Service conversations are free for the first 1,000/month
  • Batch sends — Don't send 1,000 individual messages; use broadcast lists
  • Monitor quality rating — Poor quality = higher costs or account restriction
  • Use the right category — Mis-categorising marketing as utility can get your account banned
  • Optimise for replies — Every reply opens a free service conversation window

Cost Comparison by Template Type

Template Type Cost per Conversation Best For
Marketing ₹1.50 Promotions, fundraising, events
Utility ₹0.50 Order updates, receipts, reminders
Authentication ₹0.50 OTPs, verification codes
Service (customer-initiated) ₹0 (first 1,000/month) Support, queries

Common Mistakes

  1. Choosing the wrong category — Marketing in Utility category = account ban
  2. Not personalising — Generic messages get lower engagement and higher opt-out rates
  3. Forgetting opt-out — Required for marketing templates; missing it = rejection
  4. Overusing marketing templates — Use utility where possible (cheaper, higher approval rate)
  5. Not monitoring quality rating — Check weekly in WhatsApp Manager
  6. Creating too many templates — Start with 5–10 core templates; add as needed
  7. Not testing variables — Broken variables ({{1}} showing as-is) look unprofessional

What We Recommend

  1. Start with 3 core templates: Welcome message, donation/order confirmation, monthly update
  2. Choose the right category — Utility for transactional, Marketing for promotional
  3. Personalise everything — Use variables for names, amounts, dates
  4. Test before sending — Always send a test message first
  5. Monitor quality rating — Check weekly; address issues immediately
  6. A/B test — Create 2–3 variants of each template and measure performance
  7. Keep templates fresh — Update seasonal templates quarterly
