Digital Marketing Agency in Pune: Google Demand Gen or Search Ads for Lead Generation? How to Split a Small Budget
A digital marketing agency in Pune should usually start a lead-generation account with Search campaigns, because Search reaches people who are already looking for what you sell, and add Demand Gen only when Search is working and you want to create interest among people who have not searched yet. Demand Gen runs mostly on YouTube and Google's other visual surfaces, so it suits businesses with something worth showing: a product, a place, a result, a before-and-after. For a service business with a small budget and no video, Demand Gen is usually the second step, not the first.
This article is for owners and marketing managers of Pune businesses who spend, or plan to spend, a few lakh rupees a year on Google Ads and want to know how to divide it. We will cover what each campaign type does, what a reasonable first split looks like, what creative Demand Gen needs, how to measure lead quality instead of lead count, and how to decide whether to keep or cut each one. We avoid inventing benchmarks. Cost per lead in Pune varies enormously by sector, and the only numbers that matter are the ones in your own account.
The two campaign types in plain language
Search campaigns show text ads when someone types a query. The person has already expressed a need: "dental implant cost Pune", "CA for GST notice", "interior designer Baner". You pay when they click. Your ad competes in an auction against others bidding on that need.
Demand Gen campaigns show image and video ads on YouTube (including Shorts), Discover and Gmail, plus Google's partner video network, to audiences Google predicts may be interested. Nobody has typed a query. You are interrupting a feed, so the ad has to earn attention. Demand Gen grew out of Discovery campaigns and took over parts of the older Video Action campaigns, according to Google's upgrade documentation and agency write-ups.
The difference is intent. Search catches existing demand. Demand Gen helps create it. Both can produce leads. They produce different kinds of leads, at different costs, with different follow-up needs.
What Google has said recently, and how to read it
In its August 2026 Demand Gen update, Google reported that improvements made in the second half of 2025 are, on average, driving a 30% increase in conversions or conversion value for advertisers. Google attributes this to its own internal experiment data. Two points on reading that statement:
- It is an average across advertisers, reported by the platform that sells the ads. It does not tell you what happens in a small Pune account with a limited budget.
- It describes conversions as Google measures them. Whether those conversions were qualified leads depends on how you defined the conversion.
The same update said Google is testing messaging conversations from Demand Gen ads on YouTube, where a viewer can start a chat with a business from the ad. For Indian businesses used to WhatsApp enquiries this is potentially relevant, but it is described as a test, so check availability in your account before planning around it.
How the two behave in a small account
Search
- Traffic is limited by search volume. In a narrow Pune niche there may be only a few hundred relevant searches a month, which caps what you can spend usefully.
- Click costs are set in an auction and rise when competitors bid on the same terms. High-value sectors such as healthcare, education, real estate and finance tend to be expensive.
- Leads come with a stated need, so they are often easier for a sales team to qualify.
- Results arrive quickly. You can see within days whether the right queries are triggering your ads.
Demand Gen
- Reach is far larger, so a small budget can be spread thin across a big audience.
- You pay for attention and interaction, and the click is less intentional. Many viewers will tap and leave.
- Performance depends heavily on creative. A weak video with a good audience still fails.
- The learning period is longer, and the system needs enough conversions to optimise. A budget that yields a handful of conversions a month gives it little to learn from.
A sensible first split for a small budget
There is no formula that fits every Pune business, but there is a logic. Think in stages.
| Stage | Situation | Suggested approach |
|---|---|---|
| 1 | New account, no tracking history | All budget on Search for the highest-intent terms. Fix conversion tracking first. |
| 2 | Search is producing leads at an acceptable cost and you are hitting its volume ceiling | Add Demand Gen with a smaller share, as a test. |
| 3 | Demand Gen produces measurable leads or assisted conversions | Adjust the share based on cost per qualified lead, not clicks. |
For the test in stage 2, many agencies allocate a minority share of the budget to Demand Gen, for example a quarter to a third, and run it long enough to leave the learning phase. We offer that as a starting range to test, not a rule, and the right figure depends on your margins and sales cycle. Replace it with figures from your own account once you have 60 to 90 days of Search data.
If your monthly budget is very small, for example under what it takes to produce at least a couple of dozen conversions a month in Search, hold off on Demand Gen entirely. Splitting a tiny budget across two campaign types means neither gets enough data.
Fix tracking before you spend
Neither campaign type can be judged without reliable conversion tracking. Before you launch:
- Track form submissions, calls from ads, and WhatsApp clicks as separate conversion actions.
- Mark which conversions represent a real lead, and exclude low-value actions from the bidding goal.
- Use enhanced conversions and consent signals where required. Our guide to enhanced conversions and consent mode for Google Ads covers the setup.
- Tag landing page URLs consistently. See UTM tracking and campaign naming.
What Demand Gen needs from you that Search does not
Video
Demand Gen works best with video. Plan for vertical, square and horizontal versions so that the ad fits YouTube Shorts and other placements. Google's August 2026 update said its multimodal video creation in Asset Studio is generally available, which helps advertisers produce horizontal and vertical assets in one workflow. That lowers the cost of producing versions, but it does not replace a good idea.
A good lead-generation video for a local business usually does three things in the first seconds:
- Shows the problem or desire the viewer recognises.
- Shows the business doing something real: a procedure, a site visit, a finished room.
- Tells the viewer one clear next step.
You do not need a studio. A phone, daylight and a stable surface produce usable footage. If you want help with production, we offer videography and photography, but a phone video of real work often beats a polished stock-style film.
Images and copy
Prepare several images of real work and several headlines. Avoid text-heavy images. Write headlines that name the benefit and the place, and make the call to action specific: "Book a site visit in Pune" is clearer than "Learn more".
A landing page that matches the ad
A viewer who tapped from a video wants to continue what they saw. Send them to a page that repeats the promise and shows the same visuals, not to the home page. Our article on landing pages versus homepages for ads explains how to build one. Keep the form short and add a WhatsApp option for people who prefer it. Our lead generation service page describes how we set up the full path from ad to enquiry.
Audiences: who sees the Demand Gen ad
Demand Gen lets you point ads at audiences by interests, in-market segments and your own data. For a Pune business, three starting points are practical:
- Your own customer list, uploaded with proper consent, so Google can find similar people. Respect India's data protection rules when handling it, and use only data you are allowed to use for advertising.
- Website visitors, for remarketing. See our guide to remarketing audiences and consent.
- Interest and in-market segments related to your service, used with location targeting around Pune and the areas you can actually serve.
Do not target all of India if you can only serve Pune. Wasted impressions drain a small budget.
Measuring lead quality, not lead volume
Demand Gen can show a large number of conversions that turn out to be curiosity. Search leads often cost more but convert better. Judging the two on cost per lead alone will mislead you.
Track at least:
- Cost per qualified lead. A lead your team confirms is a real prospect, not a wrong number or a student.
- Lead-to-sale rate per campaign, even if you only calculate it monthly.
- Time to first response. Slow follow-up kills lead value regardless of source. Our article on lead response speed and follow-up workflows explains how to set that up.
- Assisted conversions. Someone may watch a Demand Gen video, then search your brand a week later. The Search conversion is partly earned by the video. Look at conversion paths in Google Ads and GA4, with the caveat that attribution models are estimates.
To feed outcomes back into Google, upload offline conversions, such as "became a customer", so that bidding can optimise for sales and not form-fills. We describe the process in lead quality and offline conversions.
A simple scorecard
Review monthly with a table like this, filled with your own numbers:
| Measure | Search | Demand Gen |
|---|---|---|
| Spend | ||
| Leads | ||
| Qualified leads | ||
| Cost per qualified lead | ||
| Sales closed | ||
| Cost per sale | ||
| Average days to close |
Reading it across a quarter, not a week, avoids reacting to noise. Our guide on reading a monthly marketing report explains which numbers deserve attention.
When Demand Gen is a poor fit
Skip it, or postpone it, when:
- Your service is bought only in an emergency (a plumber, a locksmith). People in need search. They do not wait for a video.
- You have no creative and cannot produce any.
- Your budget is too small to generate enough conversions to learn from.
- Your conversion tracking is unreliable.
- Your sales team cannot follow up within the day.
It tends to fit better when:
- You sell something visual (interiors, fashion, food, events, real estate projects, education).
- Your consideration period is long and people compare options over weeks.
- You have already saturated the relevant Search queries and need more reach.
- You want to build an audience for remarketing.
A 90-Day Plan You Can Hold an Agency To
A plan with dates is easier to judge than a promise. This is a sensible shape for a Pune business starting from scratch, and you should adjust it to your sales cycle.
Days 1 to 14: foundations. Set up conversion tracking for form submissions, calls and WhatsApp clicks. Build or fix one landing page per service. Agree what counts as a qualified lead and who will mark leads as qualified in your CRM or spreadsheet. Launch Search on a short list of high-intent queries with a modest daily budget.
Days 15 to 45: Search learning. Review the search terms report every week and add negative keywords. Compare ad copy variants. Check the speed of your team's first response. Do not add Demand Gen yet. The aim is a stable cost per qualified lead on Search, even if it is higher than you hoped, because it becomes the baseline against which anything else is judged.
Days 46 to 60: decide on the test. If Search is producing leads and you are reaching the limit of relevant queries, brief the Demand Gen test: audience, creative, budget share, end date and success measure. Produce the video before launch, not after.
Days 61 to 90: run the test and read it fairly. Launch Demand Gen alongside Search, leave the settings alone, and review at the end of the agreed period. Look at qualified leads, assisted conversions and the movement in branded searches. Then make one of three decisions: keep it, adjust it, or stop it and put the budget back into Search.
The point of this sequence is that every spend decision has a measure agreed before the money moves. An agency that cannot describe its plan in these terms, with dates and measures, is asking you to trust rather than to verify.
Common mistakes
- Launching both at once with no tracking. You cannot tell what worked.
- Judging Demand Gen on last-click leads. It will look worse than it is, and a campaign cut early never gets a fair test.
- Judging it on clicks. It will look better than it is.
- Changing settings every few days. Each change can restart learning.
- Reusing Search ads as Demand Gen creative. Text ads do not work as video.
- Sending traffic to the homepage.
- Ignoring Performance Max. Google's other automated option also uses Demand Gen-like inventory. See our guide to Performance Max for Pune businesses before you add a third campaign type to a small account.
How a Pune agency should structure the work
If you hire an agency, ask how they plan to handle the split. A sound answer includes:
- An audit of tracking before spend.
- A Search-first launch on the highest-intent queries, with negative keywords. See search terms and negative keywords.
- A test plan for Demand Gen with a defined budget, duration and success measure agreed in advance.
- A monthly report showing quality, not only volume.
- Clear ownership of the ad account. The account should be in your name, with the agency as a manager.
For the wider picture of what an agency should deliver each month, see retainer deliverables and reporting. If you want a conversation about your own account, our Google Ads service page explains what we manage, and the team at Govindani Infotech, a digital marketing and web development company at Landmark Plaza, Satara Road, Pune, can talk it through on WhatsApp. Pricing is confirmed by the team on WhatsApp.
Frequently Asked Questions
Is Demand Gen better than Search for lead generation?
Neither is better in general. Search reaches people actively looking for your service and is usually the better first step. Demand Gen creates interest among people who have not searched and can suit visual or considered purchases. Judge both by cost per qualified lead.
How much budget do I need for Demand Gen?
Google does not publish a minimum that guarantees results. The practical test is whether your budget can generate enough conversions each month for the system to learn from. If it cannot, concentrate the budget on Search until it can.
Can a small business run Demand Gen without video?
You can run it with images, but video is usually the strongest format, especially on YouTube. A short phone video of your real work is often enough to start, and Demand Gen is not the right first campaign if you cannot produce any creative.
Does Demand Gen replace Performance Max?
No. They are separate campaign types with different inventory and controls. Which one fits depends on your goals and creative, and a small account rarely needs both.
How long should I run a Demand Gen test?
Long enough to leave the learning phase and gather a meaningful number of conversions. For many small accounts that means a number of weeks rather than days. Decide the duration and success measure before you start so you do not stop early out of impatience.
